Chartered Quantity Surveyor

Justin is a Chartered Quantity Surveyor and Senior Vice President of the Royal Institution of Chartered Surveyors, and immediate past Chair of the Construction Industry Council (CIC). He has more than 30 years of experience and standing in the construction industry, founding Adair in 1994. Justin is a leading independent expert witness and has attended numerous mediations, hearings and given evidence in the UK Technology and Construction Court, the most recent being in January 2023 in the High Court. Justin is also a Member on the Board of Directors for the Considerate Constructors Scheme and an Independent Member of Council for Buckinghamshire New University.

Expert Skills

Acting as an expert witness for construction claims, Justin uses his in-depth construction industry experience when advising on adjudications, arbitrations and civil proceedings.

Justin provides detailed and comprehensive expert reports for construction disputes, particularly those relating to quantum, building defects, contracts, professional negligence, construction costs and fees. He has acted as an expert and single joint expert on many occasions and is regularly appointed as a party representative in adjudication proceedings by referring or responding parties. He is also often instructed by solicitors to support adjudication proceedings for claimants or defendants.

Justin's meticulous work and exceptional attention to detail can be seen in the successful resolution of many expert witness cases. These include multi-million-pound disputes on everything from cladding to heat/power plants, where he has represented a wide range of leaseholders, subcontractors and consultants.

His 30+ years of industry experience allows him to apply his strategic and tactical thinking to client problems so that they can achieve a successful outcome.

Construction Skills

RICS duties have included Global and UK Chair of the Quantity Surveying and Construction Professional Group boards, a past member of the International Governing Council and co-author of the RICS New Rules of Measurement 2 (the standard for the detailed measurement of construction work).

Justin is also Chair of the International Construction Management Standards Coalition and past General Secretary for the European Committee of Construction Economists.

Justin specialises in project management, quantity surveying and project monitoring for commercial and super-prime, mid-volume residential projects, nationally and internationally. He has chaired and spoken at many conferences for the RICS and the CEEC and is skilled at organising and facilitating networking clubs and events.
