Mr Mark Holden-Smith has over 30 years of experience in construction and specialises in Construction Claims Quantum, Forensic Delay Analysis and Dispute Resolution.

Mark is a a Chartered Quantity Surveyor with the RICS, a Chartered Construction Manager with the CIOB, a Professional Dispute Resolver with the CIArb and has successfully handled over 500 claims for Employers/Clients, Contractors and Subcontractors in respect of avoidance and resolution of disputes arising under JCT, NEC and bespoke forms of construction and engineering contracts.

Mark accepts appointments to act as Delay & Quantum Expert, is a Registered Adjudicator on panels for the RICS and CIArb and is a Registered Arbitrator for the CIArb.

General Experience

  • Acting as the Adjudicator and issuing awards under the RICS Consumer Dispute Service.
  • Acting as the Adjudicator and issuing awards under the CIArb Low Value Construction Adjudication service.
  • Acting as a Delay & Quantum Expert in the Adjudication of construction and engineering disputes.
  • Acted as Adjudication Party Representative for the Referring Party and Responding Party in approximately 40 adjudications as of December 2025.
  • Quantified approximately 500 construction, engineering and delay claims as of December 2025, including but not limited to claims concerning: internal partitioning, ceilings, mechanical and electrical, joinery, painting, external cladding, structural steel framing, warehouse racking, concrete reinforcement, screeding, rendering, glazed balustrading and groundworks (including excavation, piling and concrete reinforced slabs).
  • As of December 2025, over 100 Contract Review Risk Registers were provided in relation to NEC3/4, JCT and Bespoke forms of contract and subcontracts. Advice on the successful negotiation of terms during the agreement process was followed in most contract reviews.
